TVDSB faces $22.1 million deficit, more than 150 staffing reductions in preliminary budget

The Thames Valley District School Board (TVDSB) is facing another year of difficult financial decisions; with a preliminary budget projecting a $22.1 million deficit and more than 150 fewer full-time positions compared with last year’s approved staffing levels.

The board says the changes are largely driven by declining enrolment and shifting student needs, but education workers warn the reductions will add pressure to already stretched staff.

Among the proposed reductions are nearly 30 Early Childhood Educator positions. The board says those changes are tied to an expected decline in student numbers.

“Everybody is overworked, less staff,” said Mary Henry, president of CUPE Local 4222.

“A lot of it has to do with the funding cuts that are not being provided by the Ford government, which is, if you ask me, neglect.”

While some positions are being reduced, the board says the proposed budget also includes investments in areas where student needs are increasing.

TVDSB says it is adding 18 Educational Assistant positions, including 12 in special education.

The board says special education funding is largely based on overall enrolment rather than the number of students requiring additional supports, resulting in a projected $9.2 million funding shortfall in special education.

In a statement to CTV News, the board said the budget reflects an expected decline of nearly 2,800 students while also investing in special education supports, Indigenous education, targeted learning initiatives, and staffing for new schools.

Henry says the board should consider reducing administrative costs instead of cutting frontline positions.

“If you’re trying to reduce your deficit, you need to look at other avenues instead of cutting the areas where students need support the most,” Henry said.

“When you calculate the math, one superintendent’s salary could pay for four or more support staff working directly with students.”

Education Minister Paul Calandra’s office declined a request for an interview. In a statement, the minister’s press secretary said staffing notices are part of the normal process ahead of the school year and that final staffing levels will not be determined until September once enrolment numbers are confirmed.

The preliminary budget is expected to go before the TVDSB for final approval later this summer.
