Major redevelopment proposed for London’s Kellogg’s District

The owners of Hardrock Hotel applied to build multiple structures in east London, including residential and commercial units. CTV London’s Reta Ismail reports.

A large-scale redevelopment is being proposed for East London’s Kellogg’s District, bringing new high-rises, hotel rooms, residential units and commercial space to the former industrial site.

The plan, submitted by owners of the 100 Kellogg building and Hard Rock Hotel, includes a 44-storey mixed-use tower, two 30-storey towers, a six-storey building, and stacked townhomes built into a five-storey parking structure.

In total, the development would add:

• 974 residential units
• 200 hotel rooms
• 2,534 parking spaces
• Nearly 22,000 square metres of commercial, office, and entertainment space

Brendon Ainscow, General Manager of the Hard Rock Hotel London Ontario, which operates at 100 Kellogg Lane, said the project has been long-anticipated.

“Very excited about this announcement. This is something that our ownership here at Hard Rock and 100 Kellogg have been anticipating for quite some time now,” Ainscow said.

The proposed changes to the city’s Official Plan and Zoning By-law would designate the area as a Transit Village, allowing for greater height and density. It would introduce a mix of land uses on several parcels, including 100 Kellogg Lane and parts of Dundas Street, Eleanor Street, Burbrook Place and York Street.

Ward 4 Councillor Susan Stevenson says the financial investment is welcome news but adds public feedback will be critical moving forward.

“Knowing that now we’re going to have potentially a thousand residential units here, 200 more hotel units, 2,500 parking spaces — we need to look at this proactively, about how we can protect the safety of neighborhood streets,” she said.

A public meeting is scheduled for Tuesday, Sept. 9, 2025, at City Hall, with virtual participation options available. Comments must be submitted to the city by August 6.
