The Waterloo Regional Police Service (WRPS) is warning the public about a high-risk offender who is believed to have returned to the Region of Waterloo. Police said Kevin Koehler, 62, was released Sunday after serving a custodial sentence. His criminal history includes convictions for manslaughter in 2013, criminal negligence causing death, assault, assault with a weapon and assaulting police. Koehler was arrested in April 2026 for consuming alcohol and failing to report an intimate relationship, both of which were prohibited by a court order. He breached the same order just six hours after his release in October 2025, when he was caught purchasing alcohol at an LCBO in Kitchener. Police said Koehler is now bound by two separate court orders that require him to: “WRPS’ Offender Management Unit believes Mr. Koehler continues to pose a significant risk to public safety and a high risk to reoffending or breaching his terms,” police said in Monday’s media release. They ask anyone who sees Koehler breaking any of those conditions not to approach him and to call 911 immediately.
