A former elementary school principal has been granted full parole after he was convicted of child luring offences. Phillip Sallewsky worked at Northlake Woods Public School in Waterloo, Ont. He was arrested in 2023 after he made plans to meet up with two people that he thought were young girls following sexually explicit online conversations. In 2025, he pleaded guilty to two counts of luring a child under the age of 16 and was sentenced to four years behind bars. Full parole granted The Parole Board of Canada has decided to grant Sallewsky full parole. “It is the Board’s opinion that you will not present an undue risk to society if released on full parole and that your release will contribute to the protection of society by facilitating your reintegration into society as a law-abiding citizen,” a Parole Board of Canada document dated Nov. 4, 2026 read. However, several conditions have been imposed, including requiring him to report all intimate sexual and non-sexual relationships and friendships with people who have parental responsibility for children under the age of 16. He must also follow a treatment plan arranged by his parole supervisor for emotional management, sexual behaviour/interests, healthy relationships and coping mechanisms. He cannot buy, acquire, possess or access pornography or sexually explicit material in any form. The Parole Board noted Sallewsky has secured an apartment where he will live alone, but did not say where it is located. He was previously granted day parole. “While on day parole, your CMT indicated that there were no concerns with supervising you in the community. You have been receptive to all feedback and advice from your CMT. File information suggests that you have been self-sufficient, stable and productive in the community,” the parole board documents said. History of offences Sallewsky’s convictions stem from explicit conversations he had online with people he believed were children. The people behind those accounts were actually police officers posing as 13 and 14-year-old girls. The conversations happened over several weeks and included images of his penis. Police later confirmed at least one of those photos was taken from his office at Northlake Woods Public School. During the trial, the agreed statement of facts described how Sallewsky carved wooden penises and then engraved them with the names of the girls he thought he was talking to. He sent them photos and suggested they could use the carvings for sexual pleasure. He also made arrangements to meet the “girls” separately. He was arrested during one of those planned meetings at the Burlington GO station on March 30, 2023. Ultimately, he pleaded guilty to two counts of luring a child under the age of 16. He was also found guilty of transmitting sexually explicit material, making child pornography in the form of written material and transmitting child pornography. However, those convictions were stayed under the Kienapple Principle – a rule that prevents someone from being punished twice for the same criminal act. Other charges were withdrawn during sentencing. Sallewsky penned an apology letter submitted to the court. He wrote, “there are so many things that I regret,” including the pain he caused to his wife, children, colleagues, employer and neighbours.
