OTTAWA - Federal opposition parties are accusing Stephen Harper of giving up on climate-change negotiations three weeks before a UN climate conference in Denmark.

The prime minister says there is strong consensus that countries around the world are a long way from reaching a binding, legal treaty on climate change.

Opposition parties say Harper's attitude on the issue is counter-productive.
