OTTAWA - Federal Environment Minister John Baird says it'll be all or nothing for Canada at a climate change summit in Cancun.

Baird travels to the Mexican resort city today for the gathering of officials from nearly 200 countries.

He says any deal to reduce greenhouse gas emissions must include everyone -- particularly the largest emitters such as the United States, India and China.

Baird says there's no point agreeing to a protocol that would see industrial polluters shut down in Canada, only to have their doors reopened in some other country.

Prime Minister Stephen Harper has been long opposed to the Kyoto protocol of 1997 for its failure to include big polluting countries such as China.

Canada remains the only country to ratify Kyoto and then publicly renounce its 2012 emission targets.

The Harper government has, however, been vocal in its support of the political deal reached last year in Copenhagen that would change key elements of Kyoto by demanding binding emission targets from major developing countries.
