N.B. youth under terrorism peace bond after allegedly participating in 764 Network

A youth is under a peace bond for allegedly participating in “terrorist activities” for the 764 Network, according to the New Brunswick RCMP.

The RCMP says they launched an investigation into the youth in collaboration with the Fredericton Police Force in late 2025. Fredericton police later arrested the youth for uttering threats and public mischief, and the RCMP continued the investigation for participation in the activities of a terrorist group under section 83.18 of the Criminal Code.

“It was determined that the youth allegedly used social media to promote the violent ideology of ‘764,’ a group that has recently been added to the Government of Canada’s terrorist entity list,” an RCMP news release reads. “This group uses social media and online gaming platforms to recruit and radicalize individuals, spread propaganda and violent extremist narratives, and incite violence both online and offline.

“In this file, the youth is believed to have been actively extorting victims to self-harm, making threats to schools in the province and in the United States, and to have been producing and distributing online material with the aim of gaining notoriety for the 764 Network.”

The Government of Canada website describes 764 as a “decentralized transnational network of online nihilistic violent extremists” who seek to destroy society through violence and chaos. They target young and marginalized people and groom and extort them to commit violent and sexual acts.

“764 members view sexual, psychological, and physical violence as entertainment, a way to achieve status and notoriety in-group, and ideological labour to erode social norms,” the government’s website reads. “764 members disseminate instructional materials on how to effectively carry out these activities while avoiding detection. Elements of the network have increasingly focused on encouraging offline acts of violence.”

According to the government, a 14-year-old 764 member from Alberta was charged with child pornography and explosives-related crimes in February 2024.

The RCMP says the New Brunswick youth appeared in court on Wednesday and is now subject to strict conditions under a terrorism peace bond. Police say the peace bond is used when investigators are “concerned that a person’s actions could contribute to a terrorist offence and this enables the use of robust monitoring and de-escalation tools.”
