TORONTO -- Kevin Payne is the new president and general manager of Toronto FC.

The 59-year-old Payne spent the last 16 years with D.C. United, since its formation in 1996.

Under this guidance, the club won four MLS Cups.

Most recently he was president and CEO there.

He is charged with turning around a Toronto franchise that has not qualified for the playoffs since its formation in 2007. Payne will lead both team and business operations for the club.

Toronto went 5-21-8 this season to finish last in the league.
