NEW YORK -- A mini-snowplow driver has been ticketed but not charged after fatally striking a pregnant New York City woman whose baby was delivered by emergency cesarean section.

Police say 42-year-old Wu Wu was issued summonses Friday for not having the vehicle inspected and not having a headlamp or a license plate light. No criminal charges have been filed.

Officials say Wu was driving the construction vehicle that hit 36-year-old Min Lin while she loaded groceries into her car Thursday during a snowstorm in Brooklyn.

Lin's nearly full term, 6-pound, 6-ounce baby was delivered by C-section. A spokeswoman at Maimonides Medical Center said the baby was still critical Friday evening.

Roommate Song Qing Huang said Lin considered staying home but decided to go out because she had an appointment with her obstetrician.
