LONDON - Britain's Foreign Office says it will not negotiate with Argentina over the Falkland Islands unless the islands' inhabitants ask for it.

Tensions between Britain and Argentina have been rising over the status of the islands which are a British dependency.

Argentinian President Cristina Fernandez said she will formally complain to the UN Security Council that Britain has created a serious security risk by sending one of its most modern warships to the region.

The British government has said it sent destroyer HMS Dauntless to replace another ship in a routine operation.

The Foreign Office on Wednesday ruled out negotiations unless the Falklands' inhabitants wanted change.
