Ontario’s Special Investigation’s Unit is investigating a rollover crash that sent a four-year-old Ontario girl and her father to hospital hours after the girl was abducted from her home.

The crash in Pembroke, Ont. sent both Julia Dela Cruz and her father, 35-year-old Mario Rodriguez, to hospital with non-life-threatening injuries.

"I actually couldn't believe it," Peter Russell, who works at a building near the crash scene, told CTV Ottawa. "I looked out the window and saw about dozen police cars and the van tipped over on the bank."

The silver minivan that the two were travelling in sustained significant damage when it crashed after taking a sharp curve on Paul Martin Road in Pembroke, located about 150 kilometres northwest of Ottawa. The doors of the vehicle had to be removed to free the occupants.

Renfrew County Paramedics said the young girl is believed to have been in a child seat at the time of the crash.

She was flown by air ambulance to the Children's Hospital of Eastern Ontario in Ottawa.

Rodriguez was arrested at the scene of the accident and he's expected to be returned to York Region where he'll be charged.

York Regional Police issued an Amber Alert after Julia was taken from her home in Aurora, Ont. shortly after 4 a.m. on Monday. Police said at the time they believed she had been taken by her father without permission.  

Hours later, officers attempted to stop a vehicle several times near Bancroft, Ont., but OPP say the driver didn't stop.

"Then we received calls from people regarding the vehicle speeding and aggressive driving," said Const. Shawn Peever with the Upper Ottawa Valley OPP."

Police officers received an emergency call about a rollover at approximately 10 a.m.

Julia's mother was taken to hospital Monday morning with undisclosed injuries. She left for Ottawa later in the day to be with her daughter.

Neighbours told CTV Toronto they heard a loud crash at approximately 4:20 a.m. on Monday when a window was broken to gain access to Rodriguez’s ex-wife’s home.

Arnold Rodriguez, the girl’s uncle, told CP24 that he had spoken to his brother at around midnight on Monday and he seemed panicked.

"He called me around 12:40 a.m., and he was saying something about the police," Arnold Rodriguez said.

The SIU, a provincial agency that acts as a police watchdog, is now investigating what led to the crash. The agnecy is called in whenever civilians are injured or killed while in the presence of police officers.
