A Canada-wide warrant has been issued for a federal offender who breached his release orders. The Repeat Offender Parole Enforcement (R.O.P.E.) Squad is requesting the public’s assistance in locating Stephen Whitter, who is described as a Caucasian male, 52 years of age, five foot seven inches (171 cm), 165 lbs (75 kg) with brown hair and hazel eyes. Whitter has a tattoo of an eagle on his right upper arm, and a cross on his left upper arm. Whitter is serving a two-year sentence for arson and disregard for human life. He is known to wear the clothing in the picture and frequents the Greater Toronto Area (GTA). Anyone with information in of his whereabouts is asked to contact the R.O.P.E.
